Dependants are generally only allowed if they were already in the UK as your dependants on your Student visa. The Graduate route does not usually let you bring new family members for the first time.
Each eligible dependant makes their own application and pays their own fees. Check the current dependant rules carefully, as eligibility has tightened, and the dependant's permission will be linked to your Graduate visa.
