Certification is the central feature of the Fast-track Scheme - it is what allows you to start work as soon as the application is submitted and gives access to the faster handling the scheme is known for. The employer applies on your behalf using a power of attorney.
If your prospective employer is not certified, you cannot use this scheme. In that case the same role might still be possible through the Pay Limit Scheme or the Positive List, depending on your salary and profession, so it is worth checking the alternatives with the employer.
