It is open only to citizens of a fixed list of countries, including Ukraine, India, the Philippines, Serbia, Georgia, Kazakhstan, Moldova, Mongolia, Armenia, Belarus, Montenegro, North Macedonia and Thailand.
Unlike the Highly-Qualified programme, the Qualified Employee Programme is restricted to citizens of a specific list of countries. That list includes Armenia, Belarus, Montenegro, the Philippines, Georgia, India, Kazakhstan, Moldova, Mongolia, North Macedonia, Serbia, Thailand and Ukraine.
If your nationality is not on the list, you cannot use the Qualified Employee Programme and would need a different route. Note also that programme participation for some nationalities can be suspended by government decree, so the practical availability should always be confirmed at the time of applying.
