The subclass 103 costs much less but has very long queues; Contributory Parent visas (subclass 143, or 173 then 143) cost considerably more but are generally processed faster.
Both lead to permanent residence, but they differ sharply in cost and speed. The subclass 103 has a lower visa application charge, but because of capping and queueing the wait is very long.
The Contributory Parent visa (subclass 143) is permanent and is generally processed faster, but costs significantly more. There is also a two-stage option: the Contributory Parent (Temporary) visa (subclass 173) followed by the permanent subclass 143, which spreads the higher cost over a longer period. Choosing between them is mainly a trade-off between cost and how long you are prepared to wait.
