Yes. Entry for self-employment is only possible within the annual Decreto Flussi quotas, and self-employment quotas are typically very limited and fill quickly.
The Italian Self-Employment Visa (lavoro autonomo) is tied to the Decreto Flussi, the government decree that sets how many non-EU nationals may enter Italy for work each year. Self-employment is allocated only a small share of these quotas, usually claimed very fast on the designated application days.
Because of this, timing matters as much as eligibility. Prepare your documents well in advance so you can apply as soon as the quota window opens, and be aware that being qualified does not guarantee a slot if the quota is already exhausted.
