You submit an Expression of Interest in SkillSelect with your points claim, and you can only apply once you receive an invitation; the minimum is 65 points but invitation scores are usually higher.
To pursue a subclass 189 visa you first lodge an Expression of Interest through SkillSelect, claiming points for factors such as age, English ability, qualifications and skilled work experience. The minimum pass mark is 65 points.
Meeting 65 points only makes you eligible; it does not guarantee an invitation. The Department invites the highest-scoring candidates in each round, so competitive scores are usually well above the minimum. You can only lodge the visa application after receiving an invitation.
