The KEI is a fast-track work-and-residence route for highly specialised, senior or managerial third-country employees of eligible Maltese companies. It offers an accelerated single-permit process but carries a high minimum salary.
The Key Employee Initiative is designed to attract key talent to Malta quickly. It is aimed at highly skilled senior managers, specialists and key staff who have a high-salary offer from an eligible Maltese employer, typically a licensed or innovative company. To qualify you need a job offer for a managerial or highly specialised role, an annual gross salary above the high minimum set by the scheme, and relevant qualifications, warrants or proven experience for the position.
The main advantage is speed: the KEI is a fast-track single-permit (work plus residence) route processed via Identita's Expatriates Unit, with an accelerated process compared with the standard single permit.
Because the qualifying salary and eligibility criteria are set by the scheme and can change, it is worth confirming the current threshold with the official source before relying on it. ACME can check whether your role and salary meet the KEI criteria and, where they do not, advise on the EU Blue Card or standard single permit as alternatives.
