
The Decreto Flussi is Italy's annual quota for non-EU work entries. Most employee, seasonal and self-employment routes require a place within it.
Italy controls most non-EU labour migration through the Decreto Flussi (Flows Decree), a quota set by decree that opens for applications on designated 'click days'. Your Italian employer applies online for a nulla osta al lavoro from the Sportello Unico per l'Immigrazione; once granted, you obtain a national work visa and then a permesso di soggiorno after arrival. Some routes sit outside the quota — most importantly the EU Blue Card for highly qualified workers, plus the Digital Nomad visa and the Italia Startup Visa — so quota timing is not always a barrier. EU, EEA and Swiss citizens do not need any of this.
