Norway has a residence permit for job seekers, but it is targeted: it is principally for people who have recently completed a degree or research in Norway and who apply before their existing student or researcher permit expires, and for certain skilled workers. You must meet the skilled-worker qualification level and show funds to support yourself while you search.
