Permanent residence in Lithuania, which carries EU long-term resident status, becomes available after five years of uninterrupted lawful residence. Alongside that residence record you generally need stable and regular resources and valid health insurance, and there must be no grounds for refusal such as national-security or public-order concerns.
In most cases you must also pass the State examination in the Lithuanian language and the basics of the Constitution, although exemptions apply, for example based on age or prior Lithuanian education. The status gives you near-equal treatment with nationals and the possibility of moving to other EU states under certain conditions.
