
Yes; you must first obtain a positive Eligibility Statement from Business Finland, and only then can you apply to Migri for the residence permit.
The startup entrepreneur permit has a two-step structure. First, you apply to Business Finland through Enter Finland for an Eligibility Statement that confirms your team and idea meet startup criteria.
Only after you receive a positive Eligibility Statement can you submit the residence permit application to Migri. For a team, only one member needs to obtain the statement.
The Eligibility Statement is valid for four months from issuance, so submit your Migri application within that window. If you do not meet the startup criteria, you may be able to apply as a regular entrepreneur instead.
