
You qualify if you are a private trader or a partner/owner with real responsibility in a company (for example owning at least 30% of a limited company). Light entrepreneurs who only invoice through a service company do not qualify.
The entrepreneur permit is for people who genuinely run a business: private traders (toiminimi), general partners in partnerships, cooperative members with unlimited liability, and shareholders or managers who own at least 30 percent of a limited company.
"Light entrepreneurs" who simply use an invoicing service to bill clients are not considered entrepreneurs under this route, because they do not have their own Business ID and do not bear genuine business risk. Choosing the wrong category is one of the most common reasons applications fail.
