The Blue Card is not bound to one specific employer, but you must still work in highly qualified employment, and changes may need to be reported to Migri.
Unlike some employer-bound permits, the EU Blue Card is not tied to a single named employer. You can change jobs as long as the new position is still highly qualified work that meets the Blue Card conditions, including the salary threshold.
Because the card depends on you continuing to meet those conditions, you should follow Migri's rules on reporting changes in your employment. The right to work granted by the Finnish Blue Card applies in Finland.
