Yes. If you applied before your status expired, you have maintained status and can legally remain in Canada until a decision is made.
If you submit your visitor record application before your current status expires, you benefit from maintained status (previously called implied status). This lets you stay in Canada legally while IRCC processes your request.
Maintained status only applies if you applied on time. If your status expired before you applied, you are no longer maintaining status and may need to restore your status instead, which is a different process with its own conditions.
