The job seeker permit lets you support yourself while you look for relevant employment. You may work full-time or part-time, and you are not limited to skilled-worker roles, so you can take other jobs in the meantime.
The goal, however, is to find a position that qualifies you for a skilled-worker permit. Working in lower-skilled jobs is allowed during the search but does not by itself convert into the longer-term skilled-worker status.
