Norway's residence permit for job seekers is a targeted, time-limited route. It is mainly for people who have recently completed a degree or research in Norway and who apply before their existing student or researcher permit expires, along with certain skilled workers. The idea is to give you a window to find a skilled job once you are already qualified and in the country.
To qualify you must meet the skilled-worker level — vocational training, a degree, or equivalent — and show you have funds to support yourself during the search. You cannot run your own business on this permit, the permit is not renewable, and importantly it does not count towards permanent residence.
