To qualify you generally need a higher-education qualification (a post-secondary programme of at least three years) or, in some sectors, equivalent professional experience, an employment contract or binding job offer of at least six months, and a gross salary at or above the statutory Blue Card threshold.
The employer submits the application to the Sportello Unico per l'Immigrazione, and you will need a valid passport and sickness insurance. Beyond letting you live and work in Italy, the Blue Card opens a path to EU long-term residence over time and allows a degree of intra-EU mobility.
