The EU Blue Card includes intra-EU mobility rights that can let you move to another participating member state for highly qualified work after a qualifying period, subject to that country's procedures.
A defining feature of the EU Blue Card is mobility within the EU. After a qualifying period of legal residence as a Blue Card holder in Latvia, the harmonised scheme can allow you to move to another participating member state to take up highly qualified employment there.
Mobility is not automatic: the destination country runs its own procedure and conditions, and not every member state participates identically.
