You must show sufficient means, either through your own funds in a Dutch bank account or by having your facilitator finance your stay for the year.
Because the start-up year is about building a business that may not yet generate income, you must prove you can support yourself throughout it. The IND accepts this in the form of sufficient funds available to you, typically shown via a Dutch bank account.
Alternatively, your facilitator can take responsibility for financing your stay for the year. Either way, the goal is to demonstrate you will not need public funds while you develop the venture. Planning your finances for the full year before applying avoids problems later.
