
The European Blue Card is the Netherlands' route for highly qualified employees that does not require a recognised sponsor, but it sets a higher salary bar and asks for a recognised higher-education diploma. It is issued by the IND.
The Netherlands issues the European Blue Card to highly qualified non-EU professionals through the IND. Unlike the Highly Skilled Migrant route, the employer need not be a recognised sponsor, but the salary threshold is higher and a recognised higher-education diploma (from a programme of at least three years) is generally required, or for certain occupations, equivalent professional experience. You will also need an employment contract of at least 12 months for a highly qualified job and a valid passport.
The gross monthly salary must meet the Dutch EU Blue Card threshold, with a reduced rate for recent graduates. The card lets you live and work in the Netherlands and offers a path toward EU long-term residence with a degree of intra-EU mobility.
The IND application fee is EUR 423 (2026), and the legal maximum for a decision is 90 days. Because thresholds are revised regularly, confirm the current figure on ind.nl before applying.
