
This route is for owners or managers of a genuinely operating Lithuanian company. The firm must meet capital and staffing conditions and have been active for the qualifying period, so it targets real businesses rather than shelf companies.
The Temporary Residence Permit for Business or Lawful Activity is designed for foreigners who own or manage a Lithuanian company that carries on genuine activity. The rules deliberately steer away from paper companies: the business must usually have operated for at least the required period (around six months) before you apply, and it must employ qualifying staff at the required wage level.
On the financial side, the company needs equity of at least EUR 28,000, of which at least EUR 14,000 represents your own invested funds or assets. You must be the manager or hold a qualifying shareholding, and you apply through MIGRIS with supporting financial and registration documents.
Standard processing is up to about four months, or roughly two months on the urgent procedure.
