Non-EU nationals who have lived legally and continuously in Lithuania for five years can apply for a permanent residence permit, which carries EU long-term resident status. You typically need stable, regular resources and valid health insurance, and in most cases you must pass the State examination in the Lithuanian language and the basics of the Constitution (exemptions apply, for example by age or prior Lithuanian education). The status gives near-equal treatment with nationals and the possibility of moving to other EU states under conditions.
