You must score at least 65 points and be invited to apply; in practice the effective cut-off is often higher because invitations go to the highest-ranked candidates.
The minimum points score to be considered is 65. State nomination adds 5 points to your score, which is one reason many applicants pursue the 190 rather than the points-only subclass 189.
Meeting 65 points lets you submit an Expression of Interest, but it does not guarantee an invitation. States nominate within capped allocations and tend to pick higher-scoring candidates in in-demand occupations, so the real-world threshold for many occupations sits above the minimum. Check the official points table for how age, English, qualifications and experience are scored.
