The minimum points score to be considered is 65. State nomination adds 5 points to your score, which is one reason many applicants pursue the 190 rather than the points-only subclass 189.
Meeting 65 points lets you submit an Expression of Interest, but it does not guarantee an invitation. States nominate within capped allocations and tend to pick higher-scoring candidates in in-demand occupations, so the real-world threshold for many occupations sits above the minimum.
