The EU Blue Card supports intra-EU mobility after a qualifying period, but moving to another member state usually involves applying under that country's Blue Card rules.
One of the Blue Card's advantages is easier movement within the EU. After spending a qualifying period as a Blue Card holder, you may be able to move to another member state to take up highly qualified work, subject to that country's procedures.
Mobility is not automatic relocation -- the destination country applies its own conditions and you generally must apply there. Note also that leaving Luxembourg for more than six months can require you to return your residence permit and declare your departure, so plan longer absences carefully.
