Luxembourg offers an investor residence permit for third-country nationals who commit substantial capital to the economy. Recognised options include at least EUR 500,000 invested in an existing Luxembourg company (maintaining investment and jobs for five years) or in a new business creating at least five jobs within three years; at least EUR 3,000,000 in a management or investment structure with genuine substance; or a EUR 20,000,000 deposit held with a Luxembourg financial institution for at least five years. Each option requires ministerial approval and proof of the lawful source of funds. Importantly, simply buying real estate does not qualify.
