The EU Residence Card is aimed at people who have been settled, stable residents of Hungary. For this reason several categories are explicitly excluded from qualifying, including students and vocational trainees, seasonal workers, volunteers, people with diplomatic immunity, asylum applicants until a final decision, and holders of tolerated or temporary-protection status.
If your residence in Hungary has been under one of these statuses, that period generally cannot be used to reach the five-year threshold. Many applicants need to switch onto a qualifying long-term permit first and build up the required residence before becoming eligible.
