Do I have to pass a Norwegian language and social studies test for permanent residence?

To qualify for a permanent residence permit you must document a certain level of Norwegian and knowledge of Norwegian society. Under the rules that apply from 1 September 2025, this is demonstrated by passing an oral Norwegian language test at level A2 and a social studies test taken in a language you understand.
