The commercial activities route is for non-EU entrepreneurs, shareholders and company managers who want to establish or run a business in Romania. Its defining requirement is a technical endorsement of your business plan from the Romanian investment authority — the plan is at the heart of the application.
Alongside that endorsement, you generally need travel medical insurance with the required coverage across EU member states, a criminal record certificate, proof of accommodation in Romania, and the required financial means. Helpfully, the financial means can be reduced or even waived for larger investments or significant job creation, and longer permits are available in those cases. You obtain a long-stay commercial-activities visa (D/AC) and then apply to IGI for a residence permit, with the visa and permit decisions each taking about 30 days (extendable).
