Do all types of stay count toward the five years for Croatian long-term residence?

Croatia does not count every kind of residence equally toward the five-year requirement. Stays based on seasonal work permits, service provider permits, posted workers, volunteers, trainees, and intra-corporate transfers are excluded from the count.

Some periods are discounted rather than ignored. Time spent as a university student typically counts as half, and periods of asylum or subsidiary protection may count as half from the application date, or fully where the period exceeds eighteen months. Because of these rules, your effective qualifying time can differ from your total time in the country.
