A family reunification residence permit on its own is a residence right, not a work right. Family members who want to take a job generally cannot simply start working once they arrive.
To work, the family member must go through the single application procedure, which combines the family reunification application with an employment application so the permit carries work authorization. This procedure takes longer to process than a plain family permit, so if your spouse intends to work it is important to choose the right track from the outset rather than applying twice.
