The Luxembourg host company submits the initial application for the authorisation to stay before the worker enters the country; the worker then applies for the residence permit within 90 days of arrival.
Unlike many permits where the individual applies, the ICT process is employer-driven at the start. The Luxembourg host entity must file the application for the authorisation to stay with the competent authorities before the transferee travels. This reflects the fact that the permit is built around a corporate transfer.
After arrival, the transferee handles the next steps personally: declaring arrival at the commune within three days, completing the medical examination, and applying for the ICT residence permit within 90 days, online via MyGuichet.lu or by post. Renewals are submitted within two months of expiry. Coordinating closely with the company's HR or mobility team helps avoid gaps.
