Not a residence permit but an administrative registration: EU/EEA nationals exercising EEA free-movement rights can live, work or study in Norway and only need to register with the police if they stay longer than three months.
A time-limited permit allowing qualified people who have recently completed studies or research in Norway to remain and look for skilled work before they have a job offer. It cannot be used by people who studied abroad and does not count towards permanent residence.

The Skilled Worker permit is Norway's main labour route for non-EEA nationals: you need skilled qualifications and a concrete Norwegian job offer with pay in line with local norms, and you apply to UDI.
The job-seeker permit lets qualified people who recently completed studies or research in Norway stay on to look for skilled work. It is not for people who studied abroad, and time on it does not count towards permanent residence.
This permit is for non-EEA nationals running their own sole proprietorship in Norway. Limited companies (AS) do not qualify, the work must require skilled qualifications, and the business must be expected to give you enough income to live on.
