Yes. The Department must invite you before you can apply. To be considered, you first submit an Expression of Interest (EOI), and if successful you receive a unique reference to use in your application.
The subclass 858 is an invitation-only visa. You cannot lodge an application unless the Department of Home Affairs has invited you to do so. The first step is to submit an Expression of Interest (EOI) through the National Innovation visa process.
If your EOI is successful, the Department emails you a unique reference and identifier. You then have 60 days from the invitation to lodge your visa application online through ImmiAccount. Applications are considered in line with Ministerial Direction 112, which sets the processing order and the indicators of exceptional and outstanding talent.
