The benchmark is speaking and listening skills equivalent to level 4 of the Canadian Language Benchmarks (CLB) for English or the Niveaux de competence linguistique canadiens (NCLC) for French. Acceptable proof includes results from approved language tests, certain Canadian education, or government-funded language programs. Applicants under 18 or 55 and older are exempt from the language requirement.
