Can my family join me, and is there a path to long-term residence from a Romanian work permit?

The employment permit is about your own right to work and reside; it does not by itself bring your spouse or children. Once you hold a qualifying residence permit, your relatives can apply through Romania's family reunification process, which has its own income, accommodation and document conditions.

For settlement, lawful continuous residence over a number of years can build toward long-term resident status, and ultimately citizenship after the longer residence period required for naturalisation.
