What grounds let me register under the EU/EEA scheme in Norway?

To register you must have a basis for residence under the EU/EEA rules. The recognised grounds are being an employee, being self-employed, being a student, or being self-sufficient with enough of your own funds to live on.

If you register as self-sufficient, you must be able to support yourself throughout your stay and are not entitled to financial benefits from the Norwegian authorities. Students typically must also have health insurance and study at an approved institution.
