You need a temporary residence permit for study if you are not an EU, EEA, or Swiss citizen, your studies in Estonia will last longer than one year, and you do not already hold another valid Estonian residence permit.

The permit covers a range of learners, including university students at bachelor's, master's, and doctoral level, vocational students, and participants in preparatory courses, traineeships, or voluntary service, provided the studies are at a recognised Estonian educational institution.
