If your eTA is refused, you are not authorized to fly to Canada under the visa-exempt process and would typically need to apply for a visitor visa instead.
A refused eTA means you have not been cleared to board a flight to Canada as a visa-exempt traveller. The refusal does not, by itself, permanently bar you, but you cannot fly in on that status.
Depending on your situation, your next step is often to apply for a temporary resident (visitor) visa, which is assessed more thoroughly than an eTA. Make sure any future application is accurate and complete, and address whatever concern may have led to the refusal, such as admissibility or incomplete information.
