You submit your project to the ISV Committee, receive a decision within about 30 days, then apply for the visa at the consulate and register at the Questura after arrival.
The process runs in stages. First you send your application package, including the form, business plan, pitch deck, passport copy and proof of financial resources, to the ISV Committee. A decision generally comes within about 30 days, and approval is issued as a nulla osta (clearance).
With that clearance you apply for the self-employment startup visa at the Italian embassy or consulate. After entering Italy you must register at the local police headquarters (Questura) within a few days of arrival to obtain your residence permit.
