You generally must hold an eligible residence permit and have lived regularly in France for at least 18 months before applying.
To bring family through regroupement familial, the sponsor must already be settled in France. You need to hold a qualifying residence document, such as a one-year or longer card mentioning salarie or vie privee et familiale, a multi-year card, a ten-year resident card or an EU long-term resident card.
On top of holding the right permit, you must have resided regularly in France for at least 18 months (a shorter period applies under some bilateral agreements, for example for Algerian nationals). Applying before you meet this duration is a common reason files are rejected.
