No. You are only allowed to have one H&C application under consideration at any given time.
Canada permits just one H&C application per person to be under consideration at once. Filing a second while one is already pending will not advance your case and can cause confusion or delay.
Because you get effectively one shot at a time, it is worth making each application as complete and well-evidenced as possible. Also remember the cost and inconvenience of returning home to apply normally are not, on their own, sufficient grounds for H&C.
