Both are permanent residence titles, but EU Long-Term Residence is recognised across the EU and lets you move more easily to other member states, while the German settlement permit (Niederlassungserlaubnis) is a national-only status.
The Niederlassungserlaubnis is Germany's domestic permanent residence permit. It gives you a secure, open-ended right to live and work in Germany, but it is purely national and does not by itself give you rights in other EU countries.
EU Long-Term Residence is the EU-wide equivalent. It carries similar permanent rights inside Germany, but its main advantage is mobility: it lets you settle in almost all other EU member states (Ireland and Denmark are the exceptions) under simpler conditions. If you expect to stay only in Germany, the settlement permit may be enough; if you want EU-wide flexibility, the EU status is the better fit.
