Yes. If you are eligible to work off campus, you can work full-time (more than 24 hours per week) during scheduled breaks such as summer or winter holidays.
The 24-hour weekly cap applies only while your classes are in session. During scheduled academic breaks, such as the summer break between sessions or a winter holiday, eligible students may work full-time with no weekly hour limit.
To work full-time over a break, you must be a full-time student before and after the break and otherwise remain eligible. You cannot work during a break that falls before your very first academic session begins.
