Can I apply directly to Canada to be resettled as a refugee?

Canada's resettlement programs do not work like a self-submitted visa application. Most resettled refugees are referred by the UNHCR or another organisation with which Canada has an agreement, and to be considered for referral a person typically needs to be registered with UNHCR or with state authorities in the country of asylum.

The other main route is private sponsorship, where eligible sponsors in Canada bring forward specific people. Because direct self-application is generally not available, understanding the referral and sponsorship channels is the key first step.
