Yes. Your business plan must first be approved by an expert panel appointed by the Danish Business Authority before you apply to SIRI for the residence permit.
Start-up Denmark is a two-stage process. First, you submit your business plan through startupdenmark.info, where it is assessed by an independent expert panel appointed by the Danish Business Authority. The panel looks for a genuinely innovative idea with growth potential. Only once your plan is approved can you submit the residence and work permit application to the Danish Agency for International Recruitment and Integration (SIRI). An application filed without panel approval cannot succeed.
