Is a caregiver work permit tied to one employer, or can I switch employers?

A caregiver work permit issued through the Temporary Foreign Worker Program is employer-specific (a 'closed' work permit). It names the employer, the occupation, and often the work location, and you can only work for that employer under those conditions. If you want to change employers, the new employer generally needs their own positive LMIA and you must apply for a new work permit before starting the new job. You should not begin working for a different employer until the new permit is approved.
