The D visa only authorises your entry; it does not by itself grant the right to live in Switzerland. After arriving you must register and obtain a residence permit from the commune where you live.
Think of the D visa as the key that lets you cross the border legally for a long-stay purpose. It is the residence permit, issued by the canton, that actually documents your right to live and (where applicable) work in Switzerland for the period of your stay.
In principle the residence permit application is filed before you enter Switzerland, at the cantonal migration office, and the D visa is issued once that step is cleared. The permit is then formally registered and produced after you arrive and report to your commune of residence.
