German citizenship is granted through a distinct naturalisation procedure that looks at factors such as length of lawful residence, German language ability, knowledge of the legal and social order, and the ability to support yourself. If citizenship is your goal, treat the long-term residence permit as a stepping stone and check the separate naturalisation criteria, which can change over time.
