Intra-EU mobility is one of the defining features of the ICT scheme. Holders can perform work in other EU member states under a Mobile ICT Card, with short-term mobility allowing assignments of up to 90 days. Ireland and Denmark do not take part in the scheme.
For longer assignments in another EU country, you cannot rely on the short-term rule; you must make a separate application in that country. Either way, the employer typically has to notify the relevant authorities, so coordinate any cross-border work with your company's mobility team in advance.
